David is a Henry Salvatori Fellow and Doctoral Candidate in Political Science at the University of Pennsylvania. He has previously held a Boies Family Fellowship through the Penn Program on Democracy, Citizenship, and Constitutionalism, as well as an Andrew W. Mellon Sawyer Seminar Doctoral Fellowship through the Penn Program in Ethnic Conflict.

His research interests include democratization and the right to vote, American political development, Congress, comparative constitutional law, democracy and diversity, and the politics of indigenous peoples.
